PROVIDENCE, R.I. (AP) _ A Providence police officer who acknowledged striking and kicking a handcuffed man has been suspended with pay pending an internal affairs investigation.
The Providence Journal reports Officer Richard Ramirez is being investigated for an incident on July 14, when the suspect taunted him and spat at him.
Police say they arrested 22-year-old Jose Moreno after he sped through the South Side on a motorcycle and taunted officers trying to catch him. Officers eventually apprehended Moreno and handcuffed him.
Ramirez wrote in a five-page report that Moreno threatened him and spat at him. Ramirez says he hit Moreno with open palms in the back of the head, then kicked Moreno after he spat again and laughed.
Ramirez didn't respond to a request for comment left with a police union official.
