Rhode Island Attorney General Peter Neronha is co-leading a lawsuit against the Trump Administration for "upending" support for homeless Americans.
He and a coalition of 18 attorneys general and two governors say HUD is changing its Continuum of Care grant program in violation on congressional intent.
HUD plans to withhold funds to applicants that acknowledge transgender people, de-prioritize services to people with mental health or substance use disorders and discriminate against localities that approach homelessness differently than the administration.
The coalition claims HUD violated the law by not receiving authorization for the new conditions.
